LCD damaged due to sudden increase in voltage

I am Avinash Patwari.. I stay in lane no8., Madhuban society, old sangavi, pune 411027.. yestesrday on 20th march, a all of a sudden voltage increased and smoke came out from my LCD.. After that it is just dead..Can anyone help me .. Can I file complain or demand for compensation from mseb.. if yes.. how so.. my email id is.. aviatcogni@gmail.com
