New mseb conection

Hi i am nagnath, i wanted a new conection for my milk center .i apply for the same.but the area officier is demanding more money then actual needed. i have no option .actually as per my information the charges should be rs 3025 for meter deposit and installation charges rs 150/meter which in my case is around 1500rs .but they r demanding rs 10000 only for checking, wiring charges not included .i dont know what to do as i need the connection urgently
