Hello,

I have booked a 2BHK Flat in ASPIRIA project in Hinjewadi in Pune. I booked it on 10th March however agreement was still pending.

Initially they told me that the stamp Duty on total agreement value would be 2%.

After that they called me on 23rd April and told me to do the payment of rest 20% amount of the flat so that they can do the registration process before 3oth April. Because they were told by local MULSHI REGISTRAR (PUNJAB NATIONAL BANK) official that after 1st May the Stamp Duty will change from 2% to 5% of the agreement value.

I did the adjustments and gave them the required payment on 25th April afternoon. And they agreed that the agreement will be done before 30th April to save the extra STAMP DUTY. In the evening they called me at 7:00 PM and said that agreement process cannot be done because STAMP DUTY official told them the STAMP DUTY has changed from 2% to 5% from 26th April. The MULSHI REGISTRAR official did not give any written or verbal intimation to builders before immediate change in new STAMP DUTY charges.

Now i have been asked to pay 1, 09, 00.00 extra for excess STAMP DUTY charges.

I talked with Builder about this and he is saying government has changed the STAMP DUTY charges so he cannot do anything about it. Also there was no prior intimation given to builder or me regarding immediate change in STAMP DUTY charges.

I went to the local MULSHI REGISTRAR office of Hinjewadi which is above PUNJAB NATIONAL BANK. They are saying they were told the STAMP DUTY will change from 1st May based on which they informed the builders. However they suddenly got the letter from higher authorities for the immediate change in STAMP DUTY from 2% to 5%. They told me it is effective from 26th March.

I think this is not correct from STAMP DUTY department. Please look into this issue as soon as possible.
