Non issueance of cdc

My name is Nilesh. I have applied for a cdc of radio officer category in the shipping master govt shipping office, mumbai. october but i have not received my cdc yet.the procedure says we get acdc in 90-120 daysnit has been way beyond this.they dont lift the telephone, and their website is lapsed.my file no is co/879/10.when will i get my cdcto my door steps.are those people accountable for anything.my all freinds are suffering from the same cause and waiting for cdc..please help us.how will they feel if this happens to their children.and i wish the same fate for them too.there is a code that we all live by that states "what do we sow so do we reap".
