For putting baby name in her bitrh certificate

Sir,

I am Deepak Kalal. I have a 3.5 years old baby named Niyati Kalal. Her birth place is Dungarpur Govt Hospital. Hospital authority gave us a birth certificate where baby name mentioned as "Baby Pratibha", where Pratibha is her mother name. Now I want to put the baby's real name in her birth certificate but Municipal corporation authority refused to do that.

Now what to do? Please do the needful in this matter as I am unable to apply for my daughter's passport due to name not mentioned in her birth certificate.
