Abusive Post Office Staff

I've purchased National Saving Certiifcates from Laxminagar post offcie on 5/2/07 certificate number 79EE 508259 worth 10, 000/- Rs and certificate number 57DD 760533 worth 5000/- Rs. I want to encash the certificate as I was in need of money. I went to Laxminagar Post Office on 21 March at 10:30 AM to withdraw money before maturity, the person who was handling NS certificates there was abusive he told me I cannot encash it before maturity, I asked him to give me in written, he started abusing me and said are you a lawyer do what you can do, apart from this a lady who was another staff in post office started saying you cannot encash it. This is really unacceptable how these people behave. Please I need written and verbal apology from the Laxminagar post office staff for this and want my money back from NS certificate.
