Street light on through out the day

I live in Shahpur Jat, DDA flats. From past more than a month the street lights there remain on even during day time.
Why are the Govt' wasting energy like this while it's paid by tax payer & on that other hand they crib for scarcity of energy & keep on increasing the cost of it.
