Why is Adhaar card not considered as proof of identy for PAN card application? Passport office considers ADHAAR card as proof of identity,

Income Tax Department, does not accept ADHAAR card as proof of identity, but accepts PASSPORT as proof of Identity, for which ADHAAR is used as proof!!!

Why is income tax department not updating the system, after the adhaar card scheme is in place?

what is the use of ADHAAR card? if same central govt is not accepting?
