Passport not recvd after submitting in urgent

Hello Sir/Madam, my passport application number is BHU/A004258/10. I have applied for a fresh passport with a surcharge of Rs. 1500 in Urgent service on 19/02 at Bhubaneswar. but till date after 11 working days past I have not received my passport while the normal deadline is 7 days. I have some emergency for which I have given the surcharge and after giving the surcharge if we don't get the service level then what is the benefit of giving the surcharges.

The site is showing that the passport is ready from 25/02 but they don't have any time to send it out. They don't have any query number also where we can call and track. Pls advice what can be done at this situation.
