Parking fees at Jayanagar Shopping Complex

Is 'Pay and Park' scheme legal in Jayanagar shopping complex?

As I know 'Pay and Park' scheme is abolished in Bangalore. Whenever I go inside Jayanagar shopping complex, parking fees is being charged by showing some old receipts. Receipts are given only if asked for.

Is this payment legal and who is charging this? Is the money going to right place OR landing in the pockets of local gangs in the area?

If illegal please take stern action on this. Otherwise the huge money collected can go in to the hands of antisocial elements as well.
