Illigel parking at sakinaka road

In mumbai, sakinaka junction if you take a left to go to L and T powai, the whole road has tempos, buses, loaders cranes parked at the side of the roads. This slows now traffic and nothing is done about it. Being an high traffic zone this shoud be no parkingarea ideally how come parking is allowed there. Vehicles are towed only in bandra where they can get money why are these cranes not towed. Is someone already getting money to allow them parking
