Passport not issued yet

I have applied for passport on 28th August through Bangalore One center (National game village, Koramangala, Bangalore). My file number is BN21B1019176510

. But still neither my police verification has been done nor my status has been updated in website. I went for inquiry on 23rd Dec and spent a whole day but at the end of the day the officer didn't given a satisfactory answer. He told to check after 15 to 20 days and if it's not there then need to come for inquiry again. It's 16th Feb today but still no update. Another officer told this is the way the Government system used to work. I request the proper authority to take action against such officers for their negligence nad make proper arrangement so that everybody will get their passport in time.
