Delay in passport

Hi i am shashank sukkala, I have applied for my passport a year back on october and police verification have been done at hyderabad (first verification) as i study in chennai i submitted another set of pp forms and at chennai also verification has completed and yet i dint recevie my passport or i dint get any online status of my passport. and when i checked the status it says

File Reference Number (HYD-W233403-09) is either wrong or Information NOT available. what to do help me it is an urgent...

but yesturday it says Application has been transferred to policy section, Please See the PRO

who is pro what will he do and why my policy has been changed
