DOB verification

I today went to submit my passport application and the personnel there rejected to accept since it doesnt have DOB certificate from the Muncipal authorities but,

the instructions clearly state that " Date of birth certificate from the school last attended by the applicant" will do. I enclosed my SSC memo and 12th memo which clearly contains my DOB (11/12/1989) and go according with the instructions of the booklet.

The problem with me to get the DOB certificate from the Registrar is I have moved far from the Birth place "Nirmal" Adilabad dist.

Now Im residing in Hyderabad
