5 months of delay in issuing passport

My daughter named Batul reza hussain is holding file no. HYD I001336 09. she is a one and a half year old baby. its been more than 2 months her verification process is over and since one month we have submitted the marriage certificate twice which the passport office demanded after saying passport will be dispatched by 25 nov 09. even after one month of submission of the marriage certificate the status at the passport enquiry counter was saying that marriage certificate needs to be submitted . for which again 2nd time i submitted on 16 dec 09. now i need to know how long is it going to take .its 5 months since i filed the application.

i have to join my husband abroad but because of delay in my daughter's passport i am unable to do so.

please look into the matter as its a case of urgency for me.
