Delay in police report

Sir

i have applied for a passport on 31/05/10 of my daughter who is 10 months old . i already have a passport n i attached a copy of it wid her form still the status on net is that "AWAIT POLICE REPORT'" i dont understand why is there so much of delay in police report for a 10 months old baby . kindly help me out.
