Non acceptence of passport application

Dear sir

My neigbour had to mangalore city from 80 kms away fromthe city for the 2nd time. But raising silly quitions here offecers are not accepting his application. Last time they had given one reason. Now they tell one more reason. Their contention was there is difference in applicants fathers name. The fact is that in birth certificate Mahammed and all other document Mohammed is mentioned. Even he produced the affidhavith stating both are same. Then also they reject it. Please give him justice with in 24 hours
