Police is asking money to clear the police verification

I am Bishnu applied for passport on 19th of Oct and my police verification came on 19th of Dec. when I visited police station for verification, they started saying that I have not submitted sufficient documents. Though I have submitted all the documnets as mentioned in the passport website. They told that I have to submit my biurth certificate (which is not a compulsory one as I have born before 26.11989, for which I have already submitted my SSC certificate.) Again they told I need to proof my parents citizenship. I have asked them whether Vote Id card of parents will be sufficient or not then they said no this is not sufficient for citizenship. they are asking for parents passport which I does not have. So that day I came from there saying ll try to collect document and then contact.

After 2 days the officer called me and told that if I ll give 3000 then they ll process my document.

Giving them 3000 is different thing but if this will still continue then what ll be the situation of our system. If they are able to forcing a literate and educated people to pay bribe then we can think what they were doing with uneducated and ilitriate people.
