PASSPORT NOT ISSUED

I have applied for my passport in Regional Passport Office, Secunderabad, Andhra Pradesh on March 04. My file no. is A012213 (10 Years). Subsequently, police verification was done in the same month. Later i was asked to re-submit 3 personal particulars forms with address proof duly attested by a gazetted officer. I have submitted the same on June 22 at RPO, Secunderabad, Andhra Pradesh. Thereafter there was no change till date in the status displayed on official web-site in spite of my submission of the said forms and proofs. After putting a great efforts finally the form was passed on for re-verification and the second police verification completed on November 02. A clear report was submitted by Hyderabad City Police on November 11. Upon enquiry from the RPO, Secunderabad, Andhra Pradesh, i was told that the passport will be issued in 1 month, but even today i haven't received it. Atleast the official web-site status doesn't display true status. It's really a painful task for us to visit every time RPO, stand for 4-6 hours and come our with no proper reply from the enquiry counter executives. I would like to know the next level to which i can take this issue when it is not being resolved at enquiry counter level.
