Non delivery of passport

Sir i am a senior citizen over 75 yr of age my and my wife and grandsons passports were damaged and hence on 06-02 i applied for new ones cash recepit numbers as follows [a] O P Khanna Y000977, Sheel khanna D000297 . [c] Virat pandit D000376 . sir i have been to the RPO DEL number of times and always get the same reply that the passports will be delivered in a week, sir i have seen the files in the del passport office, i am old and unable to pursue the same since its now been three years i have been regularly being going to the passport office to no avail . please help
