Delay of my passport

Respected sir/madam

Iam Syed Riyaz have submitted a passport in tatkal service on 19 oct where every document is clear and police clearance was also given the next day of submition.but eventhough it was not dispatched to me. Then i went several times to check the where its been lacking, but they say everything is clear once i need to meet to DPO i met several times to him and i gave a letters in request to issue my passport as soon as possible, even when i met last time to DPO on 23/2 even he said everything is clear it will be dispatched on 26/2.i just want to clear are they working for them selves or for public too... i feel very guilty myself by giving this complain, if they are working realy and whole hartedly the passport have been issued.

once again i request to issue my passport as soon as possible already i lost two trips to Malaysia from my company will government compensate for this... just its an request and complain on those all who are working for my process.
