Passport Issue
Passport didn't recieved after one year of application

I have applied for my passport in district center kurukshetra in march after that successful police verification was done . but till now i haven't recieved my passport. now when i visited the chandigarh for enquiry they said your fiule is with kurukshetra people only and when i visited kurukshetra they said according to their recods they have dispatched my file on 27th april to chandigarh.

now i need my passport urgently. so what do i do??

the file id is CHDZ57092110

and my D.O.B is 9.11.1989

please suggest solutions asap
