Delay in issue of passport

Dear Sir/Medam

I have applied for my wife passport on 12/07 file no hydz55143710 named Nagaman and my son Dhruvan with file number hydc01858410 on 13/09 under tatkal scheme, we ddnt receive the passport till now when i check the status in the net its showing "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time

" this is appearing from the last 20 days, i am currently staying in muscat and planning to bring my wife to muscat please help me in this regard
