I didn't get passport

Hello Sir/Madam

I am Vimal Kumar Shakya and I am working with private company. I had applied passport in the month of 04 Nov and its more than two year now that I am struggling for the passport

File Reference Number: GZB-Z001799

Application Date: 04-11

In spite, of visiting passport office several times and the 3 personal particular forms being submitted to the passport office. There is no action being taken from Ghaziabad passport office. Re-verification has been completed. When I went back to check the status on website, the link itself was showing that "Police has recommended for Police Verification from your permanent address. Please furnish 3 personal particulars forms of permanent address". I am seeing this status since last 2 two years. Please help me out.
