Delay in passport

I have submitted the passport application form on 25-2-11 in Bhopal .my police verification report has been sent to the S.P office, Bhopal on 3-4-11. my current status on 12-5-11 is showing that "police verification report has not been received". when i enquired in the S.P office on 12-5-11, they told me that they have sent the report to the passport office on 3-5-11. i don't know what is the problem behind the delay my passport. No one pays the attention at the office when asked about the same. Please help me to come out of this situation.
