Proof of age

Dear Sir,

It is surprise to see that passport office is asking birth certificate as proof of age, but they are not accepting sslc or hsc certificates issued by the state government. The only department in India which is concern with the age is Transport department and election commission of India, even though they are accepting those documents as proof of age, but passport cannot do nothing with the age. I don't know why they are asking like this. Hereby I am requesting the Ministry of External affairs to take necessary action to resolve this.
