Passport not received from over 10 months

I have applied for the passport of my daughter "Shruti Sharma" on 6th October (File ref.: Z039770-10) in Delhi. Around 11 months have passed and I have not received this passport yet. I have written a no. of mails to the RPO and visited the regional office couple of times.

On 12/06, I noticed that the status for this passport has changed to - "Please contact PRO/Superintendent on any working day except Wednesday between 10.00 a.m. and 12.30 p.m.". I visited the regional office and provided the application with the copies of previous 2 passports as asked by them.

However, I have not received the passport yet and neither status on the site has changed.

Pl. get this request processed ASAP.
