Giving Falsified information and delaying the passport delivery

Dear Sir,

We have submitted passport for my kid on 22nd July. She is of 10 months old that time. Therefor I have provided my passport for getting passport for infant. Initially status showed as "Passport would be despatched by xxxxxxx date". And after the date is crossed, i.e., from mid August onwards, it started showing the status as "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time". It is almost 145 days since we applied, but no reponse from the RPO (Regional Passport Office), Hyd. When I mail to the girevience cell, they are just dropping a mail to RPO, Hyd requesting for "Necessary Action Please". I can provide my kids passport number upon your response to this request.

Please suggest me of various options that I can proceed with.
