Not Received Passport

I applied for Passport under Tatkal scheme on 25/01. I submitted my application and fees in the Regional Passport office and I was supposed to receive my passport on 02/02. Its already the 14th of February but I haven't received it yet.

I am in urgent need of the passport and would like to know why the delay. Is there any way I can track this? What is the point of spending extra to receive something faster, when it doesn't even arrive in time?

The SMS channel the passport office mentions does not even respond to the SMS's that I sent enquiring about the Passport. The website status says 'Police report not received', which is not helpful at all as in 'Tatkal' scheme the Police verification happens after receiving the Passport. The phone number mentioned on the website is also of no use as nobody picks up!

I am in a very helpless situation and would really appreciate if I get some clarity on this process
