Delay in issuing passport

I made several appeals about the deliberate delay in the renewal of my passport B-0793079, Renewal application number: HYD-L000496-11. Apparently, the delay is because I refused to go through a broker as suggested by the men of Srinivas Gotru, RPO Hyderabad.

As I am a scientist and frequently visit Europe and USA, I tried to apply for Tatkal. To do this, I visited the office, stood in queue for 10-12 hours a time for about 30 times but could never make it as the counters closed before I am half way. I am a patient of acute pancreatitis and I cannot stand in the queue for 2-3 days. As there is no way I can approach the passport office, I tried to apply through an e-seva counter. I had much difficulty identifying the eseva counter as not all counters accepts passport renewal applications where the passport has valid visas. However hard I tried to apply through Tatkal I could not make it because the Srinivas G's men were insistent that if I stop playing a fool and be normal by paying bribe or approaching a broker, I'll get my passport in 2 weeks. I'm sorry but this was thoroughly disgusting.

I applied through an e-seva on 11th January for the renewal of my passport. Police enquiry happened after 3 months. The police officer, Mr. Khadariah took a bribe of Rs 500/- for processing the clearance as it seems I have to pay for the visit. Ofcourse, I have been staying with my family in the given address for a long time with two telephone connections (both from BSNL) but I did not want to mess with the local police and bribed him promptly. (We just had an incident of a drunk policeman hacking a person to injuries in the neighborhood a day before, because a the owner of a travel company paid these policemen to take some personal revenge).

The policeman though took a bribe, processed my documents in 2 weeks time. For a long time, the status on the website indicated police report has not been received. I tried to rise a complaint to the local RPO by email several times but all the mails bounced. Helpline telephone numbers given by Srinivas Gotru are either fake or they never work. When I attempted to meet the passport officials personally, the security persons demanded bribe of Rs 1000/- this time. I have also been offered a solution if I approach brokers and pay them Rs 5000/- (Mr. Masthan for example).

Several requests sent to APO (PG) have been answered by APO but apparently RPO-Hyderabad ignores APO (PG). I applied along with my wife. Just to check the case of corruption of Mr. Srinivas Gotru, I paid a broker Rs - to look about her application (HYB-H001293-11). Within 2 days of bribing, the passport has been delivered. Can anyone in India help me or I have to bow my head to your corrupt man and forget about it? See, I can pay bribe, get my passport and forget the incident- But this is a matter of grave security concern to the country. My God- corrupt policemen who would persecute genuine applicants when bribe is not given- corrupt passport officers who deliberately delay the passports and close all the channels to even receive passports that do not carry bribe. Are we living in a savage country? What kind of dirty persons are in civil services???
