Police Report is incomplete and the case is being examined

Hi,

My friend had applied for a passport on 17-10. The police verification was performed and the documents were sent to passport office by the local Police Station. The online status shows 'Police Report is incomplete and the case is being examined'. I am trying to reach the passport office by phone but it is not responded. Please let me know what can we do to resolve this status and get the passport. The help will be much appreciated.
