Not received my passport even after 5 months

I applied for my new passport on 19th January (because the old one expired on 10th Dec) and the police verification was done in late Feb or March, but till date i have not got my passport or have heard anything about it. My File No. is B 001574 and Key No. 6600157412. Today when i went to the passport office to find out the reason for the delay, my god, i was not allowed, but asked to get a slip from the enquiry counter, which had already about 100 people lined up. Is this the type of service the govt is giving to its citizens?
