Delay in Passport Processing (Applied 6 months back)

I have applied for my passport on 10th Jan through old PP System (THN-R000201-12). Till date havn't received my passport. Its already been 6 months. I tried calling several times on Thane PP office ph. nos 022-25830116-21. Nobody picking up calls. Sent an email on rpo.thane@mea.gov.in, again no response. I am getting following status on passportstatus.nic.in since last 1 month:- "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be dispatched in a weeks time". Please look into this matter, may I know the reason for delay.
