Electricity metere replacement

Now our electical bill is double than before, but we are not using more equipments; so we contact an electician then get an advice from him, he said must replace the old manual, replace a new electronic meter. Then we complaint to electricity office, more than 3 times but have no response from them. (they are care less in this case) other people said if you money to the workers they will replace very fast. What we do, that method is wrong, so we are waiting for the proper advice.
