Speed post not received

I had sent a speed post dated 22nd july but yesterday i came to know that it has not reached,

FROM Shikha bahety Model colony (Pune)

To The Additional Secretary (Exams)

The Institute of chartered Accountants of India

ICAI Bhawan

Indraprastha Marg

New Delhi 110 002

I had sent a Demand draft (no- 003026) via the speed post for the revaluation of my papers. I tracked the speed post and it said that it had reached but when i speak to the authority concerned they say that they have not received it. And if i can send it all over again is not possible as the time limit is up

How should i go about it. Pls advice- shikhabahety@gmail.com

P.s Who is to blame if a bright student cannot give her exams because she is under the impression that it has reached the concerned place and is waiting for the admit card because neither we get a confirmation from the educational institutions neither from the bank that the DD has been encashed on this date
