Postman for sector -34
Postman asked money to deliver a recorded delivery

I posted a letter (recorded) from UK, on 30th/3, and that was to be delivered at the address given/written A-93, sector, 34, Top floor. The postman visited to A-93 sector34 today (6/04/09) at about 5pm and asked about the named person at ground floor. Gentleman on ground floor, told him that it is on third floor of this building and lift is there. Postman told him this is not my duty to go on third floor let the lady know that she has to pay extra money for that or forget about the letter and just disappeared. When the gentleman told this incident to my wife she was quite worried as it was an important mail and called me state away here. Now the quistion is how a postman can do this? how can he ask an extra money to deliver a letter on third floor which is mentioned on letter clearly.

I want to lodge a complaint against the postman and want to listen about the action or the way how can I deal with such unlawful activity. Thanks and look forward to here something soon. Dr. sk sharma
