Liar, Lazy, delay of proccesing

I applied student visa for UK last March 28... VFS AHMD BRITISH EMBASSY told me that i can recieve the result of my documents after 15days... I beleive them thats why i plan and i booked my ticket last april 13 to go to hongkong for some family works because i thought that i will get my passport after 15 days... But because they broke their promised so i cannot travel because i dnt have my passport they hold it soooooo long!!..So i cancelled this booking and i moved it again this April 17... i expect that on this date i will recieve it but same again i never get my passport or their mail (its almost 21 days) And i moved again my booking flight on April 21 on thursday... its tuesday now>>>>(almost 23days) bt even mail i never get from them... PLZ VFS BRITISH EMBASSY IN INDIA!! do ur rules! I need my passport back!! DONT EVER MAKE PROMISE TO ALL THE THE PEOPLE WHOSE APPLYING VISA IF U CANNOT DO IT DNT EVER MAKE A PROMISE!! DO A GOOD WORK!! PLZ release all the passport who applied last March 28!
