No Occupancy certificated given to the residents of the building

My Father had purchased a flat at Arihant Apts, Grnd Flr no 1, Sector 20, Nerul Gaothan, Nerul (W) 400706 on Oct. We purchased the house from the developer i.e Hitesh Kurdia (Arihant Developer) residing at Mulund (W). The flat belongs to us we have all paid & registered. The above flats on the 1st, 2nd & 3rd floor have also been sold to different people. It has been almost seven years that we are still have not recieved our Occupany certificate. Whenever approached the developer he is just postponding it. He is asking addidtion money to get the OC.

We still are on the commercial water & electricity lines which are making our midle class family suffer... as we have not got the Occupancy certificate...
