Abnormal dely in construction

I booked one flat in kolathur with Aveneue Builder, In sale deed they agree to hand over the house on may & we are stepping in to next year but still now they have not completed the construction, I have paid 95 % of the building cost & waiting for the possession they are not urging the work nor ready to pay any penal for the same, with out any prior information they have reduced some square feet for all the buyers saying that the person to the next building has put some case stating the building has been extended to thier premises in that scenario how come the plan has approved? & car parking place is also been shrinked because of the abnormal extn of the house constructed in ground floor which is not as per plan, Please look in to the issue so that in future other public can be saved from these kind of builders.
