Builder not providing the promised amenities at the layout

Hi

M/s Best Constructions sold plots to us in its Aadhiya City Layout in Nelur Village; Atibele (near Atibele Panchayat office) off Hosur Road, Bangalore.

They gave us plan of amenities like approach road, gardens, waste disposal systems, Community centre; swimming pool at the time of purchase of land. They have failed to provide these amenities and always avoid any meeting with us for last 4-5 years.

PLease advise how we can bring this cowboy builder to books and get the amenities in the layout.
