Delay in allotment

We have booked one BPTP Park elite independent floor (180 sq yard) by paying 2 lacs on 24th May. BPTP told they allot before asking for 2nd allotment. then without alloting anything, they asked 2nd and then 3 rd instalment money. BPTP customer care told us on 11th december they have organised 1st draw and alloted people. though we were not among them. they told in January 2nd draw will be there and our name must be there. on 31st December, they sent one letter telling that they will conduct the draw in near future. they also wrote, if we dont want to wait, they will refund us, if we apply for surrendering our floor. My question is whether they will pay the interest also. we have spent about Rs. 5.65 lacs in 3 instalment. if we invest the money anywhere, we will earn some interest. they should pay the interest, because, if you surrender our flat (though not alloted after 8th months), that is due to their delay and absence of responsibility.
