Work not completed

Hi,

We have purchased a plot 2 years before from developer. He supposed to build 2 BHK in that plot. Till today he is not completed his work and repeatedly asking money. Loan is fnanced by HDFC. But due to some illegal constructions in that project, HDFC is stopped disbursement of amount. We are asking the builder to complete the work and take away his balanced money. But still he is not completing his work.

Please suggest us what can we do?
