False promises

When approached for purchasing an apartment they made all promises and had put those in sale deed as well. 24 hrs supply of water, milboxes, ..so far nothing is fulfilled. almost completed 2 years. r t from the begining we all started getting water thru water tank suppliers..there are days where there was no water for almost a day.

no name plate/banner for the building as well till date. when ever we ask them for it.. he tells something or other.

Kindly let me know is there any provision in the law to take legal action against him.
