Builder not completing work

Hello Sir,

I need advice from you in this regard please. My builder has been released 85% of the Flat cost and rest 15% is yet to be be released to him. The house is complete but the other amenities like Car Parking, Lift, Drainage Issues, Common Electricity and many more are pending. Because of some reason, builder is delaying in completing them and asking for releasing the rest of the money. Now it's in a deadlock situation that if i pay the rest amount there are chances that builder will wrap up the things and go away. Yet, I am unable to get the posession of the flat.

Please advice the next step that should be.
