Please help me to get my money back

Dear Sir

I had applied for a flat in Project: Times Square, Sector 3A, Bahadurgarh on 16/12/07. The Builder was supposed made> the flats within 30 months. But as on date notthing has started.

In the meantime I lost my Job. I needed the money, hence I applied for the Refund. The Builder told that according to the application form which I signed, I can take refund only after one year after giving written application.

Now I have waited for one year and given a application for refund on 24/12/08. Now they are still not giving my money and say that I have to wait for another 3 months.

Sir I dont want any interest or any other amount. I had given a cheque of Rs. 194000 which I want back because I need the money urgently.

Please help me if you can. I am giving below all the
