Illogical interest charge

I purchase a flat in CASA RIO, Dombivali and took loan from HDFC. For releasing payment HDFC told that Lodha have mortage the whole property to some other bank and need NOC and ROC from that bank. Builder took 7 days for NOC and 10 days for ROC, this result in delay of payment by 10 day. Still LODHA is charging interest on it. How LODHA can charge a interest when they delay the documents required by HDFC. How customer is coming in picture in this delay and why customer are getting penalise for the delay from LODHA side.
