House not transferred (Death of husband)

My mother has applied for transfer of flat from her husband's name to hers all formalities are completed but they are not responding not even to RTI, on all calls and visits we are informed that concerned person is on leave or that officers are busy in other projects

sometimes we are informed that in a day or two you will receive a letter to deposit money for publishing it in newspaper and be ready with bond that we had not filled any case in court.

please help us as my mother is too old to fight the case in consumer court.
