SUMP MOTOR IS CONNECTED TO MY ELECTRIC METER

Dear sir,

I have rented a hose on 14th of april in 8th phase of J.P.Nagar, according to the agreement I have to pay only RS=200/ as water charges but within 4days the meter has gone upto 50 units. when I asked her she said the sump motor is connected to your meter. she told me before my family occupy the premises she will do the painting patch work which she did not finished yet, Kavery water supply will start in 10 days she said also not started Is'nt she broke the agreement, can I stop payment of the security advance? waiting for your valuable advice.
