Complaint against Land Lord

We, 9 families are living (as tenant) in 9 flats (J3/90 and J3/91, DDA Flats, Kalkaji, New Delhi) owned by Ms Rashmi Mukherjee, Wife Of Mr. Prashanta Mukherjee, residing at B-21/C, Gangotri, Alakananda, New Delhi 110019. There are 10 water tanks in the roof terrace of J3/90 and J3/91, DDA Flats, Kalkaji, New Delhi, one each for the each flats (there are 10 flats and one is occupied by the owner itself and is being used as office). From the very begining, these tanks do not have any cover/lid. These are kept as open. Instead of repeated requests, no action has been taken by the owner. Monkeys always roam over these areas and uses these tanks as their toilet and drinks water directly. Monkeys often do potty inside the tanks. These are our only source of water, both for drinking and other uses. We have tried to make complaint in the MCD, but they are not agree to register complaint and saying that these are beyond their scope of work. Please help us in this regard.
