No helding AGM as per CHS Bye-laws and incomplete repairing work

I am residing at Borivali in registred Co. Op. Hsg. Society, our AGM awarded a repairing, painting work to a Contractor for the consideration 19, 65, 000/-(Ninteen lacs Sixty Five Thousand Only), but after complition of 50% work of outer plastering, contractor demanded more consideration of earlier on pretext of thet they didn't idea of how much material consumed, after some days they put increase budget of Rs.2500000/- in final rate, but our socirey asked for the same they didn't satisfy society's query and since last 3 months work is stopped. Because of that we have to face more poblem of Bebris, Unclenliness, Mosquitos and misc. problem.

Secretary don't provide cantract agreement between Society and contractor to other member even if regular request for the same.

I kindly request you to advice on the same and what action should be taken?
